Revert "Move build utils to scan_system"

In https://git.duagon.com/project/13/13mdis/linux/13MD05-90/-/issues/351#note_9262 was originally agreed to build binary utils in scansystem. However in further discussion it was agreed to do it in INSTALL.sh ( https://git.duagon.com/project/13/13mdis/linux/13MD05-90/-/issues/351#note_9282 )

This merge request reverts that scansystem build and moves it back again to INSTALL.sh
