cpu data moved into json

This merge request includes:

• precommit configuration for mdis project (and also cleaning the scansystem to pass the checks of the hooks)
• cpus, bbis devices data in json format, taken from mdiswizard
• Adaptation of the scansystem to use the data from these jsons
