add internal tool M36_TEST

assigned to milestone 13MD05-90_02_01 See MEN-Mikro-Elektronik/13MD05-90#104 Please check/modify added sources to meet all requirements (license text, revision info, compilation, doxygen docu, ..).

Attention: I discovered after the commit that the head line in m36_test.c is wrong. It must be "M 3 6 _ T E S T". Please fix it. Thanks!
